Enabling Pro-Poor Economic Growth in Orissa (India)
The Government of Orissa finds itself in a state of transition. The earlier state owned and managed economy, with an empahsis on public investment and fiscal concessions is giving way to the building of an enabling environment for private investment, which is expected to generate economic growth. The main reasons for this are the inefficiency of the previous approaches and the poor condition of the state finances.
The Industrial Policy Resoultion 2001 calls for a “profound redefintion of the way government can effectively support busiess”, including an organizational restructuring of the concerned government departments to reduce transactions costs of doing business in the state”. Apart from the general measures for promotion of investment, the IPR 2001 makes specific promises regarding simplication of procedures and inspections, including reforms in labour laws, and encourages private partnerships in infrastructure.
Thus, this project seeks to further support GoO’s reform agenda with funds from DIFIDand technical inputs from UNIDO to help the local government deliver some of the key promises made in IPR 2001.
